I divide members based on 4 criterias and categories: Strong 3Star-er, Trustworthy/Follower, Solo-wolf, and Exceptions/Deadweights.
Strong 3Star-ers are typically your strongest members, but in this category, they MUST be the type that always follows instructions and participates in conversation. Keep in mind, when I say strongest members, I don't mean the highest upgrade or level, I mean those in clan wars that can lure clan castle, defeat well-rounded bases and achieve 2 stars minimum each attack. These are your winners.
Trustworthy/Follower/Listeners are the type that engage in conversation, and actually listen to you. Most likely they have a decent attack strategy, but maybe some of them don't know how to CC lure, or maybe they aren't good at attacking in general. Either way, those that listen are valuable long term members.
Solo-wolf, are those that do not listen to instructions or talk much, but do manage to pull their own weight in Clan Wars and get a nice decent amount of stars. But that does not apply if they always attack bases like 2 TH below their ability. If you encounter any of these, you can usually keep them since they contribute to the clan, and give a neutral cost/benefit to the clan. You can decide whether or not to kick them within a given amount of time, or but remember in order for your clan to grow, solo-wolves are a gamble .
Lastly, there are exceptions/deadweights. These are people who fall undre the category of "family", doesn't attack at all, ONLY attacks bases that are like the weakest in the war. For exceptions like family, you can't really do anything about it, and there will always be exceptions some way or another so that's understandable. In the short- and long term, it'll hurt the morale and standard for the clan and new members won't be likely to stay or join. I say a ratio of no more than 3 exception/deadweights per 20 members that are the followers and 3star-ers.
For attacking strategies, I have a main one that I try to use( there are some still experimenting).
First, skip the top 2-4 bases that are WAY too hard to get stars from (a hard 2 stars even for your strongest player is a no-no) even if it's a farm base (i'll get to that later). So that you have more a concentration focusing on the weaker bases and have more stronger clannies available.
Top-Team will consist of mainly 3Star-ers, and some Followers. Middle-Team will consist of of mainly just Followers with a few 3 Star-ers. Bottom-Team will contain mostly followers and some exceptions/deadweight.
For attacking:
Assign the 3Starers 2 base each that is roughly the half a Town Hall weaker than how they attack. (for even more indepth of what people are capable of, watch their replays and see if for example, if they tend to use dragon raid, give them a more compacted/weaker AD base). They will for sure get at least 4 stars totals in both attacks. There usually a ratio of 4-2, 3Star-ers in Top-Team, and 2-3 in Middle-Team area.
After assigning these bases to the 3starers, you are left with the Followers and the decent attackers in both Middle-Tearm and Bottom-Team. Assign a single target that each one MUST attack for their first attack. Since the harder ones have already been chosen for the 3Starers to attack, there will be medium to less-strong, bases left that can be assign to people. Let them have their first attack, and be on standby for their second attack. For their second attack, have them wait for other bases that have been attacked within the same team AND have not achieved 3 stars, and let them snipe these ones. That way, you can maximize the amount of stars gained with less attacks being used.
And now there is Bottom-team. Most of the bases that have been assigned in the med-low section will have been already given to Middle-Team, with about some remaining left for the Wave 3. Assign only those that are followers to have a base, and if you have extra followers, have their second attack be either snipe a Farm base, OR wait to attack someone within the Wave 3 low-tier area.
Then there are the Solo-wolfs and the Exceptions. The problem I find about these guys are that they just attack who ever they want, and no matter how much you plan, they'll ruin it if they attack someone's target, and the morale goes down. If they don't attack or can't even 1 star, that means it's really hard to pull these guys up. Just need to keep them in check and keep the clan in control in order to neutralize the solo-ers.
In conclusion, you really need to find out alot about clanmates first in order to draw conclusion and assign targets. Once we know what type of player, which attack strategy they use, you can just follow the same structure again for the next war, which will be easier since everyone's data has been collected.
For this strategy that i used for my previous clan, we tend to get 5-6 stars for our 3 Star-ers, and the loyal/follower types tend to get about 3 stars each attack with some 2 stars (so about 4-5 stars). You use only about half your attacks but achieve more than a 2 star average.
Afterwards with the second half of the attacks, all base have covered, last minute sniped and will have about 2-5 two stars near the top, with almost every base near the bottom getting 3 starred. This is one of the strategies that I think works the best, and there are other techniques I'm sure other people have. With my previous clan, I have gotten for sure more than a 2.5 star average+ in a 35-40 member clan war (with 5-7 or so exceptions/solo-wolf).
